RUS proposes to revise regulations to incorporate 2 CFR 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards, Subpart F, to incorporate 2011 revisions to the Generally Accepted Auditing Standards (GAGAS), and clarified audit standards issued by the American Institute of Certified Public Accountants. RUS also proposes to expand and clarify its regulations to include grant recipients, amend its reporting and peer review requirements, and to expand options for electronic filing of audits. Specifically, RUS will issue a proposed rule to incorporate the latest revisions to Generally Accepted Government Auditing Standards Issued by GAO. Other changes include clarifying the management letter to provide better guidance on subsidiary reporting; expanding the definition of borrower to include broadband and wireless providers; adding new definitions pertaining to the peer review program administered by the American Institute of Certified Public Accountants; increasing the threshold for expenditures under OMB Circular A-133; clarifying the peer review requirements; and clarifying procedures for requesting a change in audit date.
