Title: ●Reauthorization of the United States Grain Standards Act 
Abstract:

GIPSA is proposing to revise existing regulations and add new regulations under the United States Grain Standards Act (USGSA), as amended, in order to comply with amendments to the USGSA made by the Agriculture Reauthorizations Act of 2015. Specifically, this rule proposes to eliminate mandatory barge weighing, remove the discretion for emergency waivers of inspection and weighing, revise GIPSA’s fee structure, revise exceptions to official agency geographic boundaries, extend the length of licenses and designations, and impose new requirements for delegated States.

 

GIPSA is proposing this rule solely because the Agricultural Reauthorization Act of 2015 amended the USGSA, which requires that the regulations be updated to reflect the changes made to the USGSA by the Reauthorization Act, which was signed into law by President Obama on September 30, 2015.

Overall Description of Deadline: On September 30, 2015, President Obama signed into law the Agriculture Reauthorizations Act of 2015 (Pub. L. No: 114-54), which, among other things, reauthorized through 2020 certain expiring provisions of the U.S. Grain Standards Act (USGSA) (7 U.S.C. 71 et seq.), as amended. The Grain Inspection, Packers and Stockyards Administration (GIPSA) plans to propose amending the USGSA regulations (7 CFR 800) to add new procedures for grain shipped in containers. 9/30/2015: Signed by President.
