Title: Foreign Trade Regulations (FTR): Clarification on the Collection and Confidentiality of Kimberley Process Certificates 
Abstract:

The Census Bureau is modifying the Foreign Trade Regulations (FTR), title 15, CFR, part 30, to clarify that the KPC is not collected under Title 13 but rather under the Clean Diamond Trade Act, 19 U.S.C. Section 3901 et seq. The Clean Diamond Trade Act requires importers and exporters of rough diamonds to comply with the Kimberley Process Certification Scheme (KPCS). U.S. importers and exporters are required to have the KPC in order to comply with the Office of Foreign Assets Controls (OFAC) Rough Diamonds Control Regulations, title 31, Code of Federal Regulations (CFR), part 592 and the KPCS Core Document.
