Title: International Trade Data System Monitoring Procedures for Fishery Products
Abstract: Through this action, the National Marine Fisheries Service (NMFS) would revise procedures to monitor international trade in certain fishery products to meet requirements of the Security and Accountability For Every (SAFE) Port Act, the Magnuson-Stevens Act, other applicable statutes, and obligations that arise from U.S. participation in regional fishery management organizations. Specifically, NMFS intends to integrate its trade monitoring programs within the government-wide International Trade Data System and to require electronic information collection through the automated internet portal maintained by Customs and Border Protection. This rulemaking would consolidate several existing trade permits and additional seafood commodities will be included under the consolidated permit requirement. International Trade Permits would be issued electronically through the NMFS National Permitting System. A subsequent rulemaking will address the electronic submission of documents for import transactions.
