Title: Amendment 17 to the Atlantic Surfclam/Ocean Quahog Fishery Management Plan
Abstract: Amendment 17 to the Atlantic Surfclam and Ocean Quahog Fishery Management Plan includes three changes to the fishery management plan: add cost recovery provisions for the individual transferable quota component of the fishery; revise the mechanism for updating the biological reference points in the fishery management plan; and revise the optimum yield range specified in the fishery management plan. The Magnuson-Stevens Fishery Conservation and Management Act requires each limited access privilege program, such as the surfclam/ocean quahog individual transferable quota, to include measures to recover the costs of management, data collection and analysis, and enforcement activities of all. The other measures in this action would improve the efficiency of the Atlantic Surfclam and Ocean Quahog Fishery Management Plan.
