Title: International Fisheries; Western and Central Pacific Fisheries for Highly Migratory Species; Purse Seine Fishing Restrictions during Closure Periods 
Abstract: This rule removed the regulatory restriction that prohibited U.S. purse seine vessels from conducting bunkering (i.e., fueling) operations in the U.S. exclusive economic zone and on the high seas between the latitudes of 20 N. and 20 S., in the area of application of the Convention on the Conservation and Management of Highly Migratory Fish Stocks in the Western and Central Pacific Ocean, after announcement that the fishing day limit has been reached. This action complied with conservation and management measures adopted by the Commission for the Conservation and Management of Highly Migratory Fish Stocks in the Western and Central Pacific Ocean. This action removed an unnecessary restriction on bunkering operations that are otherwise authorized under international and U.S. laws and regulations.
