Title: Additional Improvements and Harmonization of Export Clearance Provisions  
Abstract:

The Bureau of Industry and Security (BIS) in this rule proposes changes to the export clearance requirements under the Export Administration Regulations (EAR) (15 CFR 730-774) to improve these provisions, including to better harmonize the EAR export clearance provisions with the export clearance requirements under the International Traffic in Arms Regulations (22 CFR 120-130). This rule is part of ongoing harmonization efforts being undertaken by Commerce and State as part of Export Control Reform implementation. This rule is also part of Commerce's retrospective regulatory review plan under Executive Order 13563.
