Title: Food Services for Dining Facilities on Military Installations (DFARS Case 2015-D012) 
Abstract:

DoD is proposing to amend the Defense Federal Acquisition Regulation Supplement (DFARS) to implement the Joint Report to Congress and Statement of Policy (Joint Policy Statement) of DoD, the Department of Education, and the Committee for Purchase From People Who Are Blind or Severely Disabled, dated August 29, 2006. The Joint Policy Statement was developed pursuant to section 848 of the National Defense Authorization Act (NDAA) for Fiscal Year 2006 (Public Law 109-163) to explain rules for applying the Committee for Purchase From People Who Are Blind or Severely Disabled statute (formerly known as the Javits-Wagner-O’Day Act) at 41 U.S.C. 8501-8506 and the Randolph-Sheppard Act at 20 U.S.C. 107-d(3)(e) to contracts for food services supporting military dining facilities. The rule implements the Joint Policy Statement by providing definitions, policies and procedures for soliciting and awarding contracts for food services for dining facilities on military installations, consistent with the Randolph-Sheppard Act (20 U.S.C. 107 to 107f), the statute formerly known as Javits-Wagner-O’Day Act (41 U.S.C. 8501 et seq), and 10 U.S.C. 2492. DoD does not expect this rule to have a significant economic impact on a substantial number of small entities.
