Title: ●Independent Research and Development Expenses (DFARS Case 2016-D017) 
Abstract:

DoD is proposing to amend the Defense Federal Acquisition Regulation Supplement (DFARS) to preclude use of substantial future independent research and development expenses as a means to reduce evaluated bid prices in competitive source selections. DoD does not expect this rule to have a significant economic impact on a substantial number of small entities.
