Title: Migratory Bird Permits; Revisions to Rehabilitation Permits and Falconry Permits 
Abstract:

We propose to revise our migratory bird rehabilitation and falconry regulations. Our changes would prohibit transfer of releasable golden eagles from rehabilitators to falconers, and also would allow rehabilitators to transfer eagle parts and feathers unsuitable for distribution to Native Americans (for ceremonial purposes) to researchers permitted to use eagle parts and feathers in scientific studies. We also propose several additional revisions to both the falconry and rehabilitation regulations to address minor issues that were overlooked previously.
