Title: Endangered and Threatened Wildlife and Plants; Critical Habitat Designation for the Scripps's Murrelet and the Guadalupe Murrelet 
Abstract:

We will develop a critical habitat designation for Scripps's murrelet and Guadalupe murrelet, which inhabit the warm offshore waters of the Pacific, to the maximum extent prudent and determinable. The two species breed on islands and offshore rocks at the Channel Islands, California, and to the south along the Baja California, Mexico, coastline. We will make listing determinations for the Scripps's murrelet and the Guadalupe murrelet under the Endangered Species Act as a separate rulemaking action (RIN 1018-BA22).
