Title: Endangered and Threatened Wildlife and Plants; Delisting Three Subspecies and Downlisting One Species of Island Fox 
Abstract:

We have proposed to remove three subspecies of island fox, the San Miguel Island fox (Urocyon littoralis littoralis), Santa Rosa Island fox (U. l. santarosae), and Santa Cruz Island fox (U. l. santacruzae), from the List of Endangered and Threatened Wildlife under the ESA. We also proposed to reclassify one subspecies of island fox, the Santa Catalina Island fox (U. l. catalinae) from endangered to threatened. The four subspecies are endemic to the Channel Islands off southern California. The best available scientific data indicate that three of the subspecies are recovered and are no longer in danger of extinction or likely to become so in the foreseeable future throughout all or a significant portion of their ranges. The fourth subspecies has made significant progress toward recovery and now more appropriately meets the definition of a threatened species.
