Title: Migratory Bird Subsistence Harvest in Alaska; Exempting Subsistence Hunters From Duck Stamp Purchase 
Abstract:

We propose to amend the regulations governing subsistence hunting of migratory birds in Alaska by adding an exemption for rural subsistence migratory bird hunters in Alaska. Doing so will comport with the intent of Congress as written in the Federal Duck Stamp Act of 2014.
