Title: ●Endangered and Threatened Wildlife and Plants; Candidate Conservation Agreements With Assurances Regulations | |
Abstract:
We propose to revise the regulations associated with Candidate Conservation Agreements with Assurances (CCAAs) by adding and defining the term "net conservation benefit" and eliminating references to "other necessary properties." Under the current policy to approve a CCAA, the Service must determine that the benefits of the conservation measures implemented by a property owner under a CCAA, when combined with those benefits that would be achieved if it is assumed that conservation measures were also to be implemented on other necessary properties, would preclude or remove any need to list the covered species.” This revision to the CCAA standard would eliminate the confusion created by the hypothetical concept of conservation measures needing to be implemented on other necessary properties. These changes would also clarify the level of conservation effort we require each CCAA to include in order to receive FWS approval. These proposed changes parallel revisions that we are proposing to make to the FWS CCAA policy (see RIN 1018-BB08). |
