Title: ●Endangered and Threatened Wildlife; Removing Deseret Milk-Vetch From the Federal List of Endangered and Threatened Plants | |
Abstract:
We plan to make a determination on whether to remove the Deseret milk-vetch from the Federal List of Endangered and Threatened Plants due to recovery. On October 6, 2015, Western Area Power Administration petitioned the Service to delist the Deseret milk-vetch under the Endangered Species Act (ESA) due to new information. The Deseret milk-vetch is a small perennial herb in the bean family. It is a narrow endemic known from a single population on approximately 345 acres of sparsely vegetated sandy/gravelly slopes in Utah County, Utah. Urban expansion and associated impacts anticipated at the time of listing in 1999 have not occurred. Most of the species’ habitat is on a Wildlife Management Area owned by Utah Division of Wildlife Resources, where very limited and carefully managed livestock grazing occurs. Because the majority of the total population does not occur on Federal lands, the ESA provides protection only against the removal or transport of the species. However, collection is not considered a threat and is unlikely to become a threat in the absence of ESA protection. Survey data show that the species’ range is larger and plant numbers are higher than known at the time of listing. In the absence of other threats, naturally rare species can persist, so rarity alone is not considered a threat. Our review of the petition and sources cited within suggests there is substantial information indicating that delisting the Deseret milk-vetch under the Act may be warranted. |
