Title: Establishing A Deductible for FEMA's Public Assistance Program 
Abstract:

In January 2016, the Federal Emergency Management Agency (FEMA) published an Advance Notice of Proposed Rulemaking (ANPRM) regarding the possible establishment of a deductible which would require States to make a pre-determined financial commitment prior to receiving some forms of Public Assistance. The ANPRM sought comments on all aspects of the deductible concept. FEMA received over 150 public comments on the ANPRM. Taking those comments into consideration, FEMA is now developing a proposed rule which would propose a deductible model, to include a system of credits that recognizes and rewards State efforts to building resilience to disasters while reducing their deductible amount. The rule would also seek input on possible alternatives to the deductible model, such as revising the Public Assistance per capita indicator.
