Title: Test Procedure for Commercial Packaged Boilers 
Abstract:

DOE is initiating this test procedure rulemaking because EPCA, as amended by the Energy Independence and Security Act of 2007 (EISA 2007) and the American Energy Manufacturing Technical Corrections Act (AEMTCA), requires that the test procedure for commercial packaged boilers be amended as necessary to be consistent with the amended industry test procedure or rating procedure unless the Secretary determines, by rule, published in the Federal Register and supported by clear and convincing evidence, that to do so would not meet the requirements for test procedures described under 42 U.S.C. 6314(a)(2) and (3). The statute also requires DOE to consider any necessary amendments to its test procedures at least once every seven years. This rulemaking will satisfy both statutory provisions.
