Title: ●National Emission Standards for Hazardous Air Pollutant Emissions: Petroleum Refinery Sector Amendments 
Abstract: The final Refinery Sector Rule was published on December 1, 2015, but did not provide additional time from the effective date to comply with new standards and equipment work practices that were finalized for periods of startup, shutdown and maintenance. These compliance dates were based on our understanding that no new equipment would be required to meet these standards and refiners could comply relatively quickly. Based on recent information received from the industry, we now recognize that the rule needs to provide additional compliance time for facilities to safely develop and implement procedures to comply with the alternate standards and work practices. Proposed amendments extending compliance dates for these new standards were published on February 9, 2016.
