Title: ●Clean Energy Incentive Program Design and Implementation 
Abstract:

In the final Clean Power Plan (CPP), the EPA provided a Clean Energy Incentive Program (CEIP), a program that States may use at their own option to incentivize early investments in wind and solar power generation, as well as in energy efficiency measures in low-income communities. On February 9, 2016, the Supreme Court stayed implementation of the Clean Power Plan pending judicial review. While the stay is in place the EPA will not take any action to implement or enforce it. However, the stay does not stop states, tribes, or utilities from continuing to act on climate change. The EPA will move forward developing this action in a way that is consistent with the stay in order to assist those states, tribes, or utilities that have voluntarily decided to move forward, so that they have the requisite tools and information to begin planning and will be ready to participate, if and when the stay is lifted and the Clean Power Plan becomes effective. In the final CPP, the agency laid out the critical parameters of the CEIP and stated that we would undertake additional public and stakeholder engagement and seek input before fully developing the specific details related to the design and implementation of the program. In EPA's proposed Federal Plan and Model Rules, the EPA solicited comments on a number of issues related to implementation of the CEIP. This action will re-propose many of the CEIP related parameters that were proposed in the model trading rules, and provides optional example CEIP rule text for States that choose to incorporate CEIP provisions. This follow-on action is to provide key design and implementation details for the CEIP, including parameters for eligible programs and projects, matching allocation provisions and program participation.
