Title: Homeless Emergency Assistance and Rapid Transition to Housing: Homeless Management Information System (FR-5475) 
Abstract:

This rule provides for the establishment of regulations for Homeless Management Information Systems (HMIS), as required by the Homeless Emergency Assistance and Rapid Transition to Housing Act of 2009 (HEARTH Act), enacted into law on May 20, 2009. The HEARTH Act consolidates three of the existing homeless assistance programs administered by HUD under the McKinney-Vento Homeless Assistance Act into a single grant program and creates the new Emergency Solutions Grant Program and the Rural Housing Stability Program. The HEARTH Act also codifies in law the Continuum of Care planning process, as well as certain data collection requirements integral to HMIS, which is the current information technology system that HUD and its grantees use for the existing homeless assistance programs. While HMIS has been in use for several years, this rule establishes the regulatory framework for administration and collection of data under HMIS, as provided by the HEARTH Act.
