Abstract:
The Department of Veterans Affairs (VA) proposes to amend the Appeals Regulations of the Board of Veterans’ Appeals (Board) to make discretionary, as opposed to mandatory, Board remand of a claim for the limited purpose of issuance of a Statement of the Case (SOC). The purpose of the amendment is to avoid unnecessary remands in the current environment of paperless VA claims and appeals processing. |
