Title: Standard for Automatic Residential Garage Door Operators 
Abstract:

In 1992, the Commission issued a standard for automatic residential garage door operators, 16 CFR part 1211, pursuant to the Consumer Product Safety Improvement Act of 1990 (the Act). That law made the entrapment protection provisions of Underwriters Laboratories, Inc. (UL) 325 a mandatory consumer product safety standard. The law also provides that revisions to the entrapment protection requirements of the UL 325 standard will be incorporated into the Commission's standard unless the Commission determines that UL's revision does not carry out the purposes of the entrapment protection requirements of the Act. On November 4, 2013, UL notified the Commission that UL had revised UL 325. On November 27, 2013, staff submitted to the Commission a briefing package recommending that the Commission allow UL's revisions to be included in the Commission's garage door operator standard. On December 2, 2013, the Commission voted unanimously to approve the staff's recommendation. On June 4, 2015, UL notified the Commission that UL had revised UL 325 again. On June 24, 2015, staff submitted a briefing package to the Commission recommending that the Commission allow UL's revisions to be included in the Commission's garage door operator standard. On June 30, 2015, the Commission voted unanimously to approve the staff's recommendation. On August 12, 2015, staff sent a briefing package with a draft notice of proposed rulemaking (NPRM) to amend 16 CFR part 1211 to include UL's revisions to UL 325. On August 21, 2015, the Commission voted unanimously to publish an NPRM. Staff will next prepare a briefing package with a draft Final Rule to amend 16 CFR part 1211 to reflect UL's revisions to UL 325.
