Title: Tobacco Regulation for Substance Abuse Prevention and Treatment Block Grants 
Abstract:

The current Synar regulation (45 CFR part 96 ) requires that "the Secretary may not make a Substance Abuse Prevention and Treatment Block Grant to a state . . . unless the state has in effect a law prohibiting any manufacturer, retailer, or distributor of tobacco products from selling or distributing such products to any individual under the age of 18." However, the Synar regulation does not define "tobacco products."  The purpose of this proposed rule is to define "tobacco products" in the Synar regulation to be consistent with the definition in the 2009 Family Smoking Prevention and Tobacco Control Act.
