Title: Federal Housing Finance Agency's Minority Outreach Program 
Abstract:

This rule will implement sections 1116 and 1216 of the Housing and Economic Recovery Act of 2008 (HERA). HERA section 1116 amended the Safety and Soundness Act (12 U.S.C. 4520) to require the Federal Housing Finance Agency (FHFA) to take affirmative steps to seek diversity in its workforce. HERA section 1216 amended the Financial Institutions Reform, Recovery and Enforcement Act of 1989, Public Law No. 101-73, 103 Stat. 183 (1989) to require that FHFA prescribe regulations to establish and oversee a minority outreach program to ensure inclusion, to the maximum extent possible, of minorities and women in all contracts entered into by FHFA.
