USAID seeks public comment on a proposed rule that would incorporate a new clause entitled Submission of Datasets to the Development Data Library (DDL) into the Agency for International Development Acquisition Regulation (AIDAR). The clause responds to the directives of E.O. 13642, OMB Memorandum M-13-13 "Managing Information as an Asset” dated May 9, 2013, and OMB Circular A-130, "Managing Federal Information as a Strategic Resource” and requires contractors to register and submit to USAID’s Development Data Library a copy of certain datasets created or obtained in performance of USAID-funded contracts, including datasets produced by a subcontractor at any tier.  Contractors will budget for and be reimbursed all costs associated with registration and submission of datasets during the contract implementation.
