Title: Agency for International Development Acquisition Regulation (AIDAR) Appendix D: Revisions to Leave and Holidays for U.S. Personal Services Contractors, Including Family and Medical Leave 
Abstract:

The U.S. Agency for International Development (USAID) proposes to revise Appendix D of its Acquisition Regulation (AIDAR) regarding the General Provision contract clause entitled, "Leave and Holidays (APR 1997)” for U.S. personal services contracts with individuals (USPSCs).  The main purpose of this revision is to implement the Family Medical Leave Act for USPSCs serving in the U.S.  The revision also proposes to extend the family medical leave entitlement to USPSCs serving abroad.  Other proposed revisions to the leave and holidays clause include changes to annual leave accruals, home leave for qualifying posts, and clarifications to other sections of the clause.  This proposed rule does not impose any additional burden on the public.
