EPA has been evaluating ways to address the control of VOC emissions from oil and natural gas operations on Indian country lands within the Uintah and Ouray Indian Reservation, an area within the Uinta Basin which has been experiencing wintertime ozone levels that exceed the National Ambient Air Quality Standards. The EPA, in coordination with the Ute Tribe and the State of Utah, is working to understand the wintertime ozone issues in the Uinta Basin, including compiling an existing oil and natural gas emission inventory based on data provided by operators. EPA is looking for ways to protect human health and the environment within and surrounding the Reservation, while allowing the continued development of oil and natural gas resources on the Reservation. While we consider additional options to address air quality problems and regulatory requirements in the affected area, EPA is withdrawing this action.
