Title: Pesticides; Data Requirements for Plant-Incorporated Protectants (PIPs) and Certain Exemptions for PIPs | |
Abstract:
A shift in the Agency's priorities warrant this rulemaking being withdrawn from the Regulatory Agenda at this time. Since no proposal was ever issued, this action is being withdrawn through the Regulatory Agenda. Withdrawing this action does not preclude EPA from pursuing the same action in the future. Should the Agency opt to do so, it will create a new entry in the Regulatory Agenda for that action. EPA created this entry in the Regulatory Agenda because EPA was considering revisions to the pesticide data requirements to specifically address the registration data needs of plant-incorporated protectants (PIPs); and an exemption for cisgenic PIPs from registration to encourage research and development of useful biotechnology and reduce the number of PIPs seeking registration. Cisgenic PIPs are formed when bioengineering technology is used to transfer genetic material between plants that could transfer the genetic material naturally. In general, the pesticide data requirements are intended to provide EPA with data and other information necessary for the registration of a pesticide, the issuance of an experimental use permit, and for tolerances. Proposing tailored requirements for PIPs would provide more clarity for the regulated community and other interested stakeholders about the data needed to support regulatory decisions about the human health and environmental effects of these products. This was one in a series of rulemakings initiated to consider updates and clarifications to the pesticide data requirements codified in 40 CFR part 158. |
