Title: Federal Employees Health Benefits and Federal Employees Dental and Vision Programs: Coverage Exceptions for Children of Same-Sex Domestic Partners 
Abstract:

The U. S. Office of Personnel Management (OPM) issued an interim final rule to amend sections 890.302 and 894.101 of title 5 Code of Federal Regulations. Due to a recent Supreme Court decision, as of January 1, 2016, coverage of children of same-sex of domestic partners under the Federal Employees Health Benefits (FEHB) Program and the Federal Employees Dental Vision Program (FEDVIP) will generally be allowed only if the couple is married. However, the Office of Personnel Management (OPM) recognizes there are additional requirements placed on overseas employees that may not apply to other civilian employees with duty stations in the United States making it difficult to travel to the United States to marry same-sex partners. Therefore, this regulation creates a coverage exception for the children of enrollees living overseas through September 2018.
