Title: Federal Acquisition Regulation (FAR); FAR Case 2015-015; Strategic Sourcing Documentation
Abstract: This case is closed because it was implementing a statutory provision pertaining to a program created by the Executive Branch that has become outdated since the statute was enacted . This case was initially opened to implement section 836 of the Carl Levin and Howard P. "Buck" McKeon National Defense Authorization Act for Fiscal Year 2015 (Pub. L. 113291; 41 U.S.C. 3301, note), which called for the creation of regulation governing the use of contract solutions established under the "Federal Strategic Sourcing Initiative" (FSSI). Since then, OMB has evolved and expanded FSSI into a larger and more comprehensive "Category Management" framework. OMB Memorandum M-19-13, Category Management: Making Smarter Use of Common Contract Solutions and Practices, issued on March 20, 2019, provides the requisite guidance on the use of category management, including requirements for the use of Governmentwide solutions. The FAR Council will review the need for regulatory changes in light of the OMB guidance and related developments since section 836 was enacted .
