We propose changing "telephone” to "audio only” and changing "video teleconferencing” to "video.” These terms will accommodate additional hearing modalities, such as online video hearings, and provide flexibility to adapt to changing technology. We also propose to retain the opportunity for claimants to object to the manner of appearance offered, with the exception of in-person hearings. Additionally, we propose to retain the ability to mandate an "audio only” hearing in extraordinary circumstances. If a claimant fails to timely object to the manner of appearance, we will extend the time to do so if the claimant shows good cause for missing the deadline.
