Title: Update to 7 CFR 3555--U.S. Non-Citizens Eligibility for the Single-Family Housing Guaranteed Loan Program 
Abstract:

This proposed rule would clarify program eligibility requirements in 7 CFR 3555 for USDA's Single Family Housing Guaranteed Loan Program (SFHGLP).  Applicants seeking to purchase a home through USDA Single Family Housing Guaranteed (SF HG) program, must have acceptable citizenship or immigration status.  Specifically, under current regulations, the applicant must be a U.S. citizen, a U.S. non-citizen national, or a qualified alien as required by section 401 of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PROGRAM) (8 U.S.C. section 1611).  The intended outcome of the proposed changes is increased access to essential opportunities for stakeholders by clarifying program eligibility requirements for USDA’s Single Family Housing Guaranteed Loan Program, and align the Agency with other Federal housing partners. Additionally, the proposed changes are expected to allow more applicants availability to own a home and increase the rate of home ownership and promote community stability which creates the foundation for prosperity in Rural America.
