The U.S. Agency for International Development (USAID) is amending Appendices D and J of its Acquisition Regulation (AIDAR) containing policies for personal services contracts with individuals to incorporate long-standing USAID internal policy into the regulation, remove obsolete material and internal policies, and make editorial amendments to better clarify the regulation. These sections currently conflict with other current regulations and policies, which cause inconsistent application of the requirements. This revision will improve compliance with the regulatory requirements. The rule does not impose new requirements on the public.
