The U.S. Agency for International Development (USAID) seeks public comment on a proposed rule to amend appendices D and J of the USAID Acquisition Regulation (AIDAR) regarding incentive awards for personal services contracts with individuals (PSCs). This proposed rule will allow USAID to recognize the extraordinary performance of services under PSCs by providing eligible individuals with monetary or other non-monetary incentive awards.
