The U.S. Agency for International Development (USAID) proposes to amend appendix J of the USAID Acquisition Regulation (AIDAR) to incorporate a warrant program for individual cooperating country national personal services contractors (CCN PSCs) into the regulation. The purpose of the CCN PSC warrant program is to address a shortage of U.S. direct-hire contracting officers and bolster the Agency to succeed in terms of building long-term, host-country technical capacity to assist our missions with procurement responsibility. This proposed AIDAR revision will authorize the delegation of limited contracting officer authorities to qualified CCN PSCs who meet the selection and appointment requirements for such delegation as specified in the Federal Acquisition Regulations (FAR) and USAID regulations and policies. In addition, the rule will clarify approval requirements for contracting officer warrants issued to U.S. PSCs under appendix D of the AIDAR.
