This proposed rule would amend the U.S. Department of Agriculture (USDA) regulation to implement Executive Order 13831 (Establishment of a White House Faith and Opportunity Initiative). Among other changes, this rule proposes to provide clarity regarding the rights and obligations of faith-based organizations participating in USDA programs. This proposed rulemaking is intended to ensure that USDA’s social service program are implemented in a manner consistent with the requirements of federal law, including the First Amendment to the U.S. Constitution and the Religious Freedom Restoration Act.
