The Facility Guarantee Loan Program (FGP) provides payment guarantees to finance commercial exports of U.S. manufactured goods and services that will be used to improve or establish agriculture-related facilities in emerging markets, with the goal of enhancing U.S. agricultural commodity sales. Under the provisions of the Food, Conservation, and Energy Act of 2008, the final rule will incorporate changes to allow for a waiver of U.S. content. The final rule will also simplify the implementation and application process of the FGP program and ensure the program's compliance with the Organization for Economic Cooperation and Developments (OECD) Arrangement on Officially Supported Export Credits.
