The U.S. dairy market has changed a great deal since the dairy import licensing regulation was promulgated in 1996. In intervening years there have been significant advances in technology and telecommunications and certain processes; for example, issuing new or reallocated licenses can now be managed in less time. While in 1996 the United States was a major net importer of cheese, in 2011 the United States is a net exporter of cheese. Given such large changes in the dairy market environment, we are requesting comments on various aspects of the program, such as how the fees are calculated and the basis upon which historical and lottery licenses are issued each year.
