The Farm Service Agency (FSA) and the Commodity Credit Corporation (CCC) will revise debt collection and settlement regulations to conform with the Debt Collection Improvement Act of 1996 (DCIA), the Federal Claims Collection Standards (FCCS), to consolidate the FSA debt collection and settlement regulations, and to remove FSA from the currently shared regulations also used by Rural Development agencies.
