The rule changes the following Supplemental Agricultural Disaster Assistance Programs to be consistent with the provisions in the Bipartisan Budget Act of 2018 (BBA):  Livestock Indemnity Program (LIP), Emergency Livestock Assistance Program (ELAP), Livestock Forage Disaster Program (LFP), and Tree Assistance Program (TAP).  For LIP, which payments have been determined based on livestock deaths, BBA adds "sold livestock for a reduced sale price” as an allowable cause for determining payments and removed the payment limitation.  BBA also removes the payment limitation for ELAP and TAP.  In addition, for TAP, BBA increases the number of acres eligible for assistance.  For LIP, ELAP, TAP, and LFP, BBA makes the changes apply to losses retroactively back to January 1, 2017.  Therefore, the application periods will be reopened.  In addition, the rule will make minor clarifying changes.  (NOTE:  Due to the additional changes, the rule title was changed; it was previously "Acreage Reporting and Common Provisions.")
