The rule establishes new dairy programs as authorized by the Agricultural Act of 2014 (the 2014 Farm Bill), the Margin Protection Program for Dairy (MPP-Dairy) and Dairy Product Donation Program (DPDP). MPP-Dairy will pay dairy producers when the difference ("margin") between the price for milk and the cost for feed falls below a certain dollar amount. Producers will be eligible for a basic level of margin protection for a small administrative fee, and be able to purchase greater coverage for a premium. The rule specifies the eligibility requirements and payment formulas for the program as specified in the 2014 Farm Bill. It also specifies the requirements for DPDP, through which USDA will purchase dairy products when the dairy production margin falls below the "trigger" level and distribute those dairy products to individuals in low-income groups through public and private nonprofit organizations.  USDA Food and Nutrition Service will administer the distribution of the dairy products.  Both of these programs are Commodity Credit Corporation (CCC) programs administered by the Farm Service Agency (FSA).
