The final rule will amend the regulations for the Margin Protection Program for Dairy (MPP-Dairy) for consistency with the program improvement provisions of the Bipartisan Budget Act of 2018.  For example, changing the calculation of the actual dairy production margin from bimonthly calculations to monthly.  Waivers of the $100 annual administrative fee will be included for any participant who is a limited resource, beginning, veteran, or socially disadvantaged farmer.  The amount of covered production and the premium rates will also be revised.  In addition, the regulations will be amended to specify that dairy producers may opt out of MPP-Dairy participation for the 2018 program (calendar) year.  MPP-Dairy participants and others have complained to USDA about having to pay the annual administrative fee to participate in MPP-Dairy.  As a result, and as part of the USDA regulatory reform initiative under Executive Order 13777, the Secretary is using the flexibility in the 2014 Farm Bill to allow MPP-Dairy participants to opt out of MPP-Dairy for the final year of coverage.
