Title: Common Crop Insurance Regulations; Peanut Crop Insurance Provisions 
Abstract: The purpose of this rule is to solicit public comments on FCIC’s proposed action to amend the Peanut Crop Provisions. FCIC is soliciting public comment to allow optional units for peanuts to be established in accordance with section 34 of the Common Crop Insurance Policy Basic Provisions. The Farm Security and Rural Investment Act of 2002 (FSRI) repealed peanut quotas, and as result RMA converted the peanut program into an Actual Production History plan of insurance. This proposed change will allow peanut producers to have optional unit with an appropriate rate surcharge, which is consistent with other insurable crops grown by peanut producers in the area on the basis of the requirements as stated in section 34 of the Common Crop Insurance Policy Basic Provisions. Also, peanut producers have expressed that the RMA consider allowing producers to insure their peanuts on the basis of a “contract price.” Therefore, RMA is requesting public comment as to the feasibility and possible approaches for insuring peanuts at a “contract price” when grown under a processor contract.
