The purpose of this action is to address several issues based on an OIG audit conducted on the IRP in June 2010. The Agency is making changes to the regulation as it relates to oversight controls, such as revising Form RD 1951-5, "IRP Field Visit Form," and other administrative items. The Agency is addressing the definition "revolved funds" as it relates to Federal funds, which has led to confusion among RBS staff; providing guidance on the number of alternative recipients to visit per intermediary; and to finding the requirement of "prompt" relending as it relates to intermediary requesting subsequence loan.
