When the 7 CFR 3550.68 Payment Subsidies were changed in April 2008, to include new language for payment method 2, the existing language for payment assistance (method 1) was inadvertently restated incorrectly. Since then, RHS has continued processing payment assistance method 1 subsidies under the intent of the definition and not the new 2008 CFR change. RHS proposes to revise the regulations (CFR 3550) to correct the error which will essentially save the agency millions of dollars.
