We are proposing that APHIS establish standards to allow it to recognize compartments for animal disease status, consistent with World Organization for Animal Health (OIE) international standards. APHIS’ proposed compartment recognition process would be similar to its recognition process for regions, contained in 9 CFR part 92, which includes information requirements for evaluating the animal health status of a region for which a market access request has been submitted. Under this proposed rule, APHIS would perform a risk assessment to evaluate the animal health status of a compartment. If after conducting the evaluation, APHIS deems the risk of importing animals or animal products from the compartment to be acceptable, APHIS would publish a Federal Register notice with risk documentation for public review and comment.
