        <ABSTRACT><![CDATA[GIPSA proposes to amend the regulations issued under the Packers and Stockyards Act to describe the circumstances under which a market agency selling livestock on a commission basis, or the owners, officers, agents, employees, or firms in which such individuals have an ownership or financial interest, may purchase livestock from consignments to the market agency.  The amendments would further clarify the circumstances under which a market agency, or those affiliated with a market agency, may purchase livestock.  GIPSA believes that the proposed changes would also modernize the P&S Act regulations and strengthen loyalties between market agencies and their patrons.]]></ABSTRACT>
