This action is in response to and consistent with recommendations submitted to the Secretary by the National Organic Standards Board (NOSB). This action is necessary to amend the National List of Allowed and Prohibited Substances for the following reasons: (1) adding biodegradable biobased mulch film provides an opportunity for crop producers to reduce landfilling of traditional plastic mulches and (2) adding nonorganic curry leaves and fruit broadens the options for ingredients allowed for use in organic processed products. The removal of the expired listings for hops and unmodified rice starch has no new regulatory effect since the allowances for these substances have previously expired.
