AMS plans to publish a Notice of Proposed Rulemaking to establish the Greenhouse Gas Technical Assistance Provider and Third-Party Verifier Program, which is authorized by provisions in the Growing Climate Solutions Act.  This action would propose language on i.) options for interpreting and applying criteria used to evaluate protocols that are designed to ensure consistency, reliability, effectiveness, efficiency, and transparency; ii.) qualifications needed by covered entities who provide technical assistance to farmers, ranchers, or private forest landowners; and iii.) qualifications needed by covered entities who serve as third-parties who conduct verification of processes described in protocols for voluntary environmental credit markets. Additionally, the proposed rule would also include provisions on registration, compliance, and appeals. This information would be used in preparation of a final rule.  Ultimately, this program will facilitate farmer, rancher, and private forest landowner participation in voluntary carbon markets.
