        <RULE_TITLE>Child Nutrition Programs: Professional Standards for School Food Service and State Child Nutrition Program Directors as Required by the Healthy, Hunger-Free Kids Act of 2010</RULE_TITLE>
        <ABSTRACT><![CDATA[This proposed rule would codify section 306 of the Healthy, Hunger-Free Kids Act (Pub. L. 111-296; the Act) under 7 CFR parts 210 and 220.  Section 306 requires the following.  

	The Secretary must establish a program of required education, training, and certification for all school food service directors responsible for the management of a school food authority.  The program shall include minimum educational requirements necessary to successfully manage the school lunch program and the school breakfast program; minimum program training and certification criteria for school food service directors; and minimum periodic training criteria to maintain school food service director certification.  

	The Secretary must also establish criteria and standards for States to use in the selection of State agency directors with responsibility for the school lunch program and the school breakfast program.  

	The Act also requires each State to provide at least annual training in administrative practices to local education agency and school food service personnel.  Each local educational agency or school food authority must ensure that an individual conducting or overseeing administrative procedures receives training at an interval defined by the Secretary.

	In accordance with criteria established by the Secretary, local food service personnel are required to complete annual training and receive annual certification to demonstrate competence in the areas covered by the training.

This rule will establish the criteria and procedures for implementing these provisions of the Act. (11-016)]]></ABSTRACT>
